Over 1 year and new cat still not part of family

We have adopted our daughter's kitty, Jelly, when she was less than 1 year old. She had not been around any dogs or other cats. It has been over a year. I have tried to give her space, bribe her with treats, play with her and she is still so standoffish. Our dog (Missy)is very jealous of her and it makes her nervous to come near me, which I think is the real problem. Missy gets along with our other cat, Bandit, who understands the dog's moods and rolls with it. How should I address the jealousy issue between the dog and cat?
